It would likely be considered an official gift and become the property of the state given that it exceeds the $630 official gift limit. Newsom would not personally own it. If he personally kept (not likely), he would need to get the correct license in California.
More likely scenario? The firearm was given to an LEO member of his security detail who can legally handle, transport, and oversee the transfer of the firearm to the state of California.
