Target/reach: Villanova, NC State

Target: UMD (but too close to home)

Likely/target: Wisconsin, Pitt, Boulder, Ohio State, Univ of Delaware, maybe Clemson
For engineering, I think you're overestimating his admission chances almost across the board (NC State and Delaware look about right to me). I'd add Michigan State for sure and probably Penn State, too. And a few actual likelies along the lines of Iowa/Iowa State, KU, Dayton and/or Xavier (Ohio).

Add Iowa State for an early acceptance (rolling and quick) into an excellent engineering program that also ticks the "big sports" and "rural" boxes.

Yea he's not getting into ND. But Villanova is likely and checks all the boxes.

If he can get the SAT up to 1530+, he'll be much more competitive for ND. Villanova has ED2, I think, which could be a good fallback if your DC is happy to go there at finds no love EA at Notre Dame.

Penn State, Minnesota and Purdue all offer excellent engineering, but all are huge. Sports and engineering generally mean larger schools.
