My DD wears a similar long sleeve swimsuit, and likes to wear a (cheap) sleeveless coverup over it. She won't wear shorts over her bathing suit bottom (maybe it feels bunched up with the ruffled bottoms?) DD wears the coverup during camp activities and doesn't change until after pool time. I have seen a range of outfits from the kids, I think what you are describing is fine.
Maybe consider buying her something without ruffled bottoms for comfort.

Had them wear under t-shirts and shorts or if swimsuit was shorts then just swimsuit shorts and t shirt. Camps were outside so they dried off quickly before clothes went on again and even better when pool time right before pickup.
