This is why many people cannot afford healthcare anymore.
Acne has the ability to scar the face for life. It’s not a cosmetic thing.
Plus a doctor already indicated he should get them extracted, so it’s needed.
In general though, what doctor is going to say nothing is needed. Follow the money.

My 15 yo son got extraction facials at week 4 and week 8 from starting very low dose Accutane. It was a great combination/timing. He said it hurt, and that it was worth it.

Many spas do not allow treatments for children under 18.
Just have him steam his face 3 to 5 times a week and use a facial scrub and potentially something like B or a strips. Don’t use any thick creams that will re-clog the pores.

Get him an extraction tool. He can find videos online how to do a facial himself.
That will benefit him more as he can do regular maintenance that way, without the huge expense and added embarrassment of a boy having to go to a beauty salon.
