I would also argue that someone certified as a lifeguard actively coaching is different than a lifeguard stationed in a chair analyzing all surroundings for safety. Especially if they’re 16, 17, 18 years old.

They are, but they say they aren’t “insured” to do any life saving things until their pool opens to members as that’s when their insurance starts. They are on the ground for the last 2 hours of morning practice, but not in chairs. They are picking up trash, vacuuming the pool, cleaning bathrooms or hiding out on their phone.
