Unless you have evidence that they got into an accident, the police will not be interested. You can try contacting the adult children if you want, but I'm not sure they'll take you seriously.

My FIL scraped up several neighbors' cars one day he was coming home late at night, and the neighbors complained to one of his sons, who was living nearby. To his credit, my FIL was easily persuaded to give up driving after that incident: it was a very kid-friendly neighborhood, and he realized he was a danger to the children crossing the street and darting after balls, etc.

I am amazed that you think you approaching someone you minimally know to say "I have noticed some of your questionable driving moments and would prefer you no longer drive, mmmm'kay?" would result in them just saying "Oh, okay dear!"

No one wants to give up their license - it’s independence and freedom, and many elderly people feel it’s the start of a slippery slope towards death. Your neighbor does not want to hear from you on this. Speak to their adult children about it but any decision to stop will likely have to come from a doctor or an accident.
