Actually, no. Net costs likely the same but more local control -- and those pesky Reston unique fees would become tax-deductible. So likely a net savings.
FYI Towns receive state funding for things like roads and such. And county does not pay for roads either. In Virginia, VDOT handles roads in counties. Towns get control over the roads -- while the state continues to pay for them. Counties do not have control over their own roads.
Water and sewer still would be Fairfax Water Authority which actually is independent from the county - and it also serves parts of PW and L counties.
Herndon or Vienna town police dept is tiny - basically it only handles traffic enforcement. County police still handles any major crimes.
