But last night, some young people decided to aim the fireworks at their buddies/frenemies. The flares were going horizonal, heading towards people, cars and homes. I called 911, and after at least 7 "please hold" messages, I got through to an operator who asked "if anything was on fire at present". I answered that I didn't know as I wasn't outside anymore. I remained close to a window, watching in case something struck my home or the neighbors. I waited 40 minutes and never saw any police response. The mis-aiming of flares continued for at least 30 minutes more with flares landing near cars and pedestrians running for safety.
Am I unreasonable to think that some official response was warranted?
Called a Roman Candle war and it's no big deal. If they aren't on your property then MYOB.

Who has determined that “it’s no big deal”? Fireworks are dangerous. I agree with OP that it is a big deal. Maybe, those who think “it’s no big deal”, should confine their activities to private property, preferably far away from bystanders. If someone is shooting projectiles at people, cars, and homes, then it seems reasonable to be concerned about danger to the people, cars, and homes being targeted, as well as everyone and everything in the general vicinity. Moreover, since the fireworks were on PUBLIC property, then as a member of the public, OP is minding their own business.
