Ah, easy to blame Harry Reid without the full story...McConnell and the GOP had obfuscated and broken norms in stopping Obama appointments to the extent that the Chief Justice was concerned over the integrity of the judiciary branch and its ability to function. So McConnell and Rehnquist basically forced Reid into breaking the filibuster. Again, part of a multi decade game from the right to break norms, blame the left and take power.
