Yes, sometimes kids will rile up a kid with poor impulse control just to be mean.
But the "creepy" thing I think bears further reflection. Is the kid doing anything that might be taken the wrong way or making them uncomfortable? Some boys need to be coached on not looking at women's bodies.

Has anyone had a problem with kids trying to get their SN kid in trouble?
There was a post on fb about a teacher overhearing a group of girls talk about how to get a “creepy” boy kicked out of school.
