I had a gap like that between interview rounds even though they said they were "moving quickly." But spring break vacations (not all aligned) made scheduling internal meetings hard on their end.

I have since accepted another position which moved normally and quickly. They wanted me from the start, didn’t play games, and didn’t jerk me around. My advice: if they are dragging heels and not getting back to you in a couple of weeks, move on and don’t hold your breath.
