Fences have always been expensive the last few decades. Wood isn't cheap, and treated wood or quality wood like cedar or redwood is definitely not cheap.

For average current prices, you are looking around $10 to $15 per linear ft of fence. That's not counting any extras like stone work or wrought iron or gates.

Sorry, no, that was for materials only for standard average cedar fencing. Note that premium fencing, really beautiful stuff not the rougher hewn boards, will be twice that amount.

The labor will vary greatly depending on location. Rich people will have to pay more. Always been that way. Contractors adjust labor accordingly.

Of course you are. All services are more expensive for more expensive areas. They have to pay more fees, taxes, licenses, higher disposal fees and rules, etc. to even work in those kind of areas. The more the local government charges, the more they have to charge. In a poorer area, they wouldn't have so many rules and restrictions. For instance instead of hauling off and having to separate the old fence by disposal type, they'd just pile it up and burn it on site in some areas.

I was quoted $5K for 100 linear feet of horizontal cedar fencing in an open, unobstructed area last spring. Did not bite.
