The only associations I can think of are weak and they’re to the actress Talia Shire and to the character Talia al Ghul in Batman - The Dark Knight Rises. I don’t think either would be a significant problem for naming a child.

It's a very common Hebrew name. I've known a couple of people named Talia and it's a very pretty name, but there will be an assumption that the family is Jewish and/or Israeli.
