So Russell Vought has come up with a master plan to carry out Impoundment while adhering to the letter of the law (sort of). OMB is running out the clock at multiple agencies by freezing spending for the year and return appropriated funds. Agency after agency is receiving instructions by phone (so as to not have a paper trail) to slow-walk spending and OMB might submit a rescissions package at the end of the fiscal year which would leave Congress with less than 45 days to act.
