California is a test case. If you can permanently place troops in a major American city without breaking too much china or provoking out and out war, then you can invent a pretext to do the same in every other blue city, and voila, you've seized power for real.

If there is a civil war then other countries will be called in to help keep the peace just like we have seen in countless other countries. Trump will call on Russia.
