Depends on athletic ability, dedication, and work. Height does limit you to a back row position at the highest levels but there is a spot for short players. My 5'5" Daughter is a mid-major D1 libero.

I’m 5’10” and was a gymnast for 18 years. Yeah, I was never going to be amazing but guess what? Basically no one is making it all the way to the Olympics anyway. She’s enthusiastic, so encourage her!

Not at all if they are good.
But be prepared for bias and bigotry towards those who are shorter in stature.

My daughter is a club player and shorter than your daughter. Shes a setter.

Another vote for have her play if she wants to play don’t worry about her height or a specific position. My 5’8” husband loved basketball and played that. He never played in college but played the equivalent of rec for a long time and pick up games as a teen and young adult when they still happened. Volleyball has a lot of adult leagues that are just for fun or competitive. She can play if she wants to.

Let her play without any pressure of becoming a competitive player. Height is an advantage in many clubs, especially the competitive ones. However, shorter players can also find a place where they can enjoy the game. Most players play for fun (this area is especially focused on academics - you won't see too many players trying to play in college).

Volleyball is a great sport and you should definitely encourage her to play. Being taller is an advantage for most positions, but there are tons of shorter girls who play at a high level. If you spend much time perusing these forums you will learn quickly that there are teams of all levels in the club volleyball universe. On all but the top few teams in our region, many of the hitters will not be super tall and in many cases a more skilled but shorter girl will be more effective. If you are already thinking about the potential to play in college, a shorter player is likely to end up playing libero or defensive specialist, but at 12, you have a few years before you have to consider that. For now I say let her play and hopefully she loves it.
