No he doesn’t. Immigration is the plenary role of the federal government. The president has the authority and the obligation to do what’s necessary to protect federal personnel and facilities. The law is not in Newsom’s side.

Putting aside the legal issues, how would they actually do that? People and companies send their federal taxes directly to the federal government. They don’t go through the California state government first. So how would California “withhold” it?
