This sounds different from the typical maintenance reminder or “dummy light”. OP said it was blinking and “owner manual says pull over to safe spot and get towed in”. That text sounds much different than “your brake fluid is overdue”.
There is no such thing as a “dummy light” or some kind of maintenance light specifically for brakes or brake fluid. If the fluid is due for change it will show as a sub code when the yellow maintenance light for the oil change comes on. There is a red brake light indicator in some cars which comes on when the brake fluid falls below the minimum level.
