The practical part might be difficult, but this is 100% going to happen at some point. The key is that state governments will have to devise a plan that shields their citizens from individual prosecution by the IRS - i.e. - you still pay your federal taxes, but the state intercepts some of the money before it goes to the federal government. One avenue might be to require filers to file either through state software or at a bank subject to state regulation.
Democrats have been far too passive in pushing for equal representation in Congress and on the Supreme Court, resulting in the minoritarian rule we have now. If the minority isn't going to acknowledge the desires of the majority, the majority is going to have to assert its power somehow.
