I think its the latter. These are players likely not on DCU radar which just goes to show that DCU isn't looking in the right places. I mean if they are good enough for Philly Union...

Is it necessary to call the fans losers when the ownership really is an issue? The only way ownership changes is when their bottom line becomes affected, when fans become disgruntled that means less money going to DCU.

Paying $10k for a private education to go to DCUA is a barrier for most.

DCU academy is struggling and has been, DCU ownership needs to change before any reasonable changes happen within the organization. I even think they were one of the last few clubs to offer a fully funded academy and now theres been this thats rumored to change also,

There is zero development happening at DCU. Anyone can see this. Scouting involves going to a half dozen local teams, identifying the biggest player on the field and calling it a day. It's a joke.

Probably a mix of the fact that this area does have a lot of talent and knowing that DCU doesn’t have the capacity or the interest to recruit certain kind of players.

Talented players know the state DC United is in. Most opt to join academy teams outside the area because they have better resources and programs. MLS teams know this area is rich with talent and everyone is grabbing kids from here.
