Subject: Should 20 year old follow up with potential employer who was supposed to reach a decision about hiring - yesterday?
The rule of thumb is to follow up after I missed the deadline they set for themselves.
Use your brains. They're hiring. They're overworked. They're not going to be offended that an applicant who they said they liked, offered to join.

I think the rule of thumb is to wait a week after last correspondence before following up

Absolutely not. It could turn them off. Be patient.

I’d check in on Thursday afternoon or Friday morning. Just reiterating interest and offering to provide any additional information. Don’t say “you told me you’d let me know by the end of Tuesday and I haven’t heard”. That’s nagging.

OP here. Thanks for the responses so far. He did follow up with a thank you, on Monday. When it is appropriate to ask if he got the job or not (different wording of course)?

Send a follow up email expressing continued interest. Give him the advice you would give to yourself!

My son just had an interview with a cafe in NWDC. He thought that the interview went well; this was on Monday June 2nd.
He said that if felt more like they were going to hire him, said his experience looked great, asked 1 interview question, and the rest of the interview was about what he would be doing, how many hours he would get, he would start next week, start at 20 hours/week with the chance to increase.
When the short interview ended, the interviewer said to expect to hear from them by end of day yesterday, "and to expect good things".
Now it is Wednesday and he has heard nothing, and is very confused. He wants to write and ask if they have reached a decision either way. I am not sure how to advise and would love some opinions.
