The only students who joined our CES in fifth grade were new to MCPS, so I’ve always wondered if they were already in a gifted program in their previous schools.

Were they in the waitlist, do you know?
We just moved to the area for fourth so never were considered in 3rd grade. I’m wondering what to do now as my child is complaining of boredom with the math. Supplement externally?
CES is an ELA/social studies program, not math. Compacted math is available both at CES and in general-education programs. If your child isn't placed there you should ask.
You can probably have your child evaluated now for placement on the CES waitlist, if your child is going into 4th. Contact DCCAPS.

It’s not common and it can be disruptive to go to a new school for just one year. Otherwise no, you can’t apply for fifth grade. Middle school magnets are a totally separate process.
