Normally I wouldn’t care, but on my busy street where parking can be difficult? It would annoy the crap out of me. I’d call.

Unless I needed the spot, no, I wouldn't do anything. I try not to create unnecessary drama because I've seen it escalate into crazy turfwars. The one who wins is always the craziest person, not the one who is technically right.

Yes, though in our neighborhood parking enforcement doesn’t seem to be particularly responsive. Maybe just slide something smelly in the car so they keep a closer eye on it.

So there are lines on a public street indicating parking spaces? Is that what you mean? That the car is over the line? I’ve never seen that on a street for parallel parking.
If there are no lines and you just feel like they’re taking too much space then no leave it.

I’d call. I wouldn’t consider people from another street that you don’t know to be neighbors that you need to protect. Your neighbors are the people on your street being inconvenienced and ignored.
If there were some extenuating circumstance and they were trying to work with you, I’d suggest accommodating them if possible, but this isn’t that. They’re violating parking regulations, on your street (not theirs), in 2 spaces, with a car that they don’t need, even after being directly requested to extend a little cooperation. They may not be deliberately trying to be obnoxious, but they’re doing a great job of it, anyway.

Normally I'm in the camp of just letting things be. I don't like to make people's lives more difficult unless I'm significantly impacted by it (so beyond just being annoyed or having to park further from my house). That goes out the window if someone is rude.

First, that’s not what it means to double park.
Second, yes, once it’s been 72 hours or whatever the law says, make a 311 report. You’ll have to do it every single time for a while before they decide the constant tickets aren’t worth it.
