Not sure this means the department will just return to normal operations. Just means they have to keep paying people their admin leave and can’t actually fire them for now. Either way it’s a good thing.

Come on, now. When Democrat presidents overreached, they were slapped down by the courts as well. That's why we have checks and balances. But Trump thinks he can govern by decree (EOs) rather than follow constitutional rules. You would be out of your minds if a Dem president issued delay EOs, many of them blatantly illegal
