In our experience club swim / winter meets always had girls first but summer swim / PMSL always had boys first.

My favorite meets are the ones where all events run as mixed gender heats. Even better if it’s mixed gender and age. Everything runs so much faster. A few of the prelim/finals meets run as mixed prelims, which shortens the session. This was new to us when we moved from ny to a mountain state.

Oh, I blanked on that! At Super Sectionals in Richmond girls ate first.
