Ask the insurance company to define "hardwired" for their purposes. Chances are that they just don't want you using an extension cord from your car to an outlet on the side of your house or running inside through a door or window. A line encased in a metal conduit, terminating in a weatherproof outlet, is likely what they envision, with a short cable from the car to the outlet.

Charging a EV on the street is arguably impractical for most people, with the electrical connections too susceptible to theft or vandalism, and the potential for 3rd parties to steal your electricity when the car is not plugged in. .

For street parking, DC doesn't allow Level 2 cords across the sidewalk. They recommend making sure your home insurance covers EV charging. Then, insurance asks whether the EV charging is "hardwired" to the house electrical system. Is hardwired Level 1 a product that is available? Everything online seems to be Level 2.
