Yup, and democrats don't care whoever is presidents. Its the democrats that are broken. The founders wanted nothing to pass. All they do is pass bills for their corruption.
What corruption was in bills passed by democrats, please be specific.
And understand in context, that Trump was president when the PPP was passed and the White House specifically removed the oversight component that enabled non-qualified entities to submit for moneys and receive them without any accountability.
