Bulgaria.

If you don't want to go that far, Portugal is still somewhat reasonable, but will be very hot in summer. And overrun with tourists.

I've been there a lot for work. While Iwouldn't exactly recomend it as a travel destination, I have been to actual hellholes (Kabul, Port au Prince. Lagos). Bucharest is not one.

I am planning a Spain trip and the hotels and restaurants in the big cities are pretty expensive. But I looked at some small cities like Burgos that also have amazing stuff to see and was shocked how cheap the hotels are. So I think you could do a cheap trip focusing on the smaller cities —- places like Avila Burgos, Cuenca, Reinosa, Salamanca, etc. but the biggest expense is usually air so I’d start with where you can fly to cheaply and then go from there.

Primarily in terms of hotel and food costs?
