Yep. Just another way for governments to extort money from people for no reason.

If people are too dumb to check the quality of work a contractor does, then it should be on them. Most of the inspectors never really inspect the work anyway, they just Chevy Chase nod at it at most, and go on back to their office.

in Fairfax, installed ours in 2019 and did not get a permit. We did have to get it replaced this year as there was an intermittent buzzing, however the electrician said the standards had changed in that time, not that there was anything wrong with the initial install.

Ours was done at the same time as a bigger renovation so, yes, there was a permit.

I recommend pulling a permit for any electrical work. You don't want to risk it if something goes wrong and insurance has an out to not cover it.
