Not sure about the online schooling, but the others are available without any government programs. And for cheaper than we are paying.

Broadband access actually saves the government money as people can access services and healthcare online, which are less expensive to provide than in-person services.

Ensuring everyone (meaning everyone, not special groups but it does require investment in rural and lower SES communities) has access to and can afford broadband is key to maintaining long term US economic leadership. Of course, it is clear this Administration does not care about continued economic leadership.
