No. It hardly ever comes up and these are neighborhood rec leagues. No performance scholarships on the line. By the time difference by sex really is stark (13+) serious swimmers are just there for fun.

In MCSL I've seen jammers worn over a tank suit. I assume it was legal and seemed to me like a good solution (and a way to match the team uniform if that is important to the swimmer, too).

Modesty rule allows a swimmer to wear a single set of garments under the competition suit for modesty purposes.

Summer swim is awesome, but it's not necessary. If someone nonbinary doesn't want to choose, it would be impossible for them to participate.

AFAIK it has never come up.
