That’s a more pleasant thought than what actually occurs: Top teams get 4 slots, middle teams get 3, bottom teams get 1-2. Then the clubs decide who to select. It’s more of an administrative drill.

Very well can be if there's no oversight, but truthfully that's how it is with even the US Talent ID center's. Imagine the number of entries a person or a team of people would have to go through if there was some sort of oversight or evaluation to determine whether a nomination/selection actually should be, there's just no way. Federation, leagues, etc have to rely on people's recommendations to select. Now the problem later comes if those selections don't pan out, or consistently end up not showing out, then people or clubs lose credibility. It's all a part of the business.
