Entirely impossible - am I going to have to pay $30 to see a foreign film but only $15 for one made in Atlanta?
That's not how movie prices work.
Theatres set their own ticket prices and normally pay a percentage of the boxoffice gross to the film distributor as film rental. this averages ~50-55%, but can be higher for recent "big" releases and slightly lower for older titles. Some late-run and repertory bookings are flat-rate.
So, are film rentals going to go from 50-55% to 100-110%? That would just kill all US screenings of foreign films. Raising the ticket prices wouldn't help theatres, and no theatre is going to risk confusing or angering its patrons by having different ticket prices for different movies, anyway.
So, yeah, it's a dumb idea that can't be implemented.
