It's so hard driving here to begin with I cannot imagine being a new driver with all of the distractions around you in the car, and then trying to navigate everything outside.

if this is a new driver- they shouldn't have had two friends in the car. start with enforcing those rules at home. I know several 16 year olds whose parents think this rule "is silly," and my daughter gets mad when I don't let her pile in a friends mini-van with 5 other kids.
You are liable as a parent now if they get caught. You will get ticketed. ALL parents have to go to an in person driving session with their child and sign off on this.
