Actually, sounds like they have only Tesla an examption so they are just putting Tesla in the same category as other manufacturers. This seems reasonable (why would Tesla have an exemption in the first place?). I mean, you can reasonably argue whether it’s a good rule or not, but it doesn’t seem wrong to treat Tesla like everyone else.
