It's an issue because Real ID requires a lot more documentation about who you are and where you live. The government wants that information.

OP - it's an issue because even people who never fly, might need to suddenly. My mom was on one flight my entire childhood and that was to fly for a funeral.

Because 50% of Americans don't have a passport. My guess is rates in VA are slightly higher, but that still means 25% of state residents don't have an ID they can use for flying or entering some federal facilities.
