Headstart wasn't about rich families like you. Most areas have only had limited spots and many kids who need it don't get in. Why are you worried? You shouldn't be taking a spot for your kids.

Is there a work requirement if your kids are in head start? It’s supposed to get kids ready for school but unfortunately it doesn’t outweigh the disadvantages of their homes
