For paved/flattish bike trails I’d look at Damascus or Abingdon Va and ride on the Virginia Creeper Trail, which will be lovely and have a lot of shade in June. Damascus has outfitters that will shuttle you to a stop to ride back from. Not about this for Abingdon but you can just hop on the trail and do an out and back ride. Abingdon is the prettier town with more shops and restaurants and a great little theater. Damascus is more of an outdoor biking, hiking, fishing spot.

Last September, we stayed outside of Waynesboro and that proved to be a good place. Waynesboro had a few fun restaurants. We drove down the blue right parkway and hiked and the drove up Skyline drive and hiked. We went to Monticello one day. We walked the BlueRidge tunnel trail one day - that was the biggest surprise. It was really cool.

Finger Lakes are only about 6 hours from DC

Davis, WV/Canaan Valley come to mind for localish. There are a lot of great options in Upstate New York and Vermont, but they exceed 6 hours.
