the best chances of being accepted are going ED at Tulane, UMiami, BC but also all expensive and roll of the dice on financial aid. (I think BC said it had over 75% submitting test scores this year - so that is definitely trending up but I don't know its effect on admission chances)
What about going for UMD, UVA, VaTech, UGA, Wisconsin, Indiana, Pitt, Penn State, etc?

DC submitted scores for test required schools and did not for test optional schools. Ended up getting into a top 50 school that was test required even though the score was not the strongest part of the application. Some schools require the SAT but it does not need to be really high if the ECs are very strong and the curriculum is very challenging. Just food for thought. I think this board gives the impression that everything has to be perfect. It does not.

I see kids with this profile going to
University of Miami and Tulane (especially if ED) and a likely admit would be SMU, Indiana. Agree about Wisconsin as well.

However with your budget, you should focus on your instate options. Best bang for the buck!

She needs strong testing for t50 schools if coming from MCPS. If she can get SAT in 1500s then aim for T50-T30 and show strong, specific interest. With good testing a BC, BU, Tufts may be possible. Without testing try for T30 SLAC - Franklin and Marshall, Holy Cross, Fairfield, Conn College, Trinity or schools like JMU, PSU, UVM

UVA , umich and uc like high weighted gpa. Mich might care more about test scores. Other ones should be fine

All of those colleges seem out of reach h with that level of unweighted gpa.
