At my agency I have high seniority but my division is unpopular in new environment. Is there any way to evaluate if I can avoid RIF with my points or is the “whole division goes” likely the default? There must be someone privy to their agencies plans? Any examples?

I think it's too soon to tell. USAID was basically dismantled and they hate Ed and want to dismantle it too. HHS may be how it goes but they are just getting started, I don't think the sample size is large enough to draw conclusions.

Not normal RIFs at ED; they just eliminated whole offices or units. No “bump and retreat”—as a newer Fed, I have heard of it but never seen it.

There have been closings of offices like USAID but how were firings done at Ed or HHS? Were they by seniority vet preference etc?
