For ED, your DC has to be reviewed by their regional AO, who is very familiar with your school. Summer program has a different team, using a different criteria.
That’s not always the case. (There is an overlap for some of the enrichment programs).

On the other hand, our CCO advises that you don't need summer programs for college applications.
