I think they offered at least some of them quite late and, because of how the lottery works, they were almost exclusively offered to kids matched at Latin Cooper. As school had already begun and those families were happy, people declined those offers. It would not surprise me if they made 20 offers for one spot at the very end.

I think it's just however many people happen to decline their offers.

The number last year was way higher than it was in previous years. Anyone know why?
