The best company to advise you on that is 58 Foundations. Sorry I don't have their number but they were great with us when we had that same problem. No pushy salesman, just a very knowledgeable inspector who explained things in a way I could understand without mansplaining and gave us all our options.

It’s not the joint. Whatever your system of perimeter drains is, it’s failing or getting overwhelmed. It could be because a broken or inadequate gutter is dumping too much water next to the house or it could be because of something else, like the drain being clogged or collapsed.

Water there either is coming in from the side (groundwater that seeps down) or from below. It's much easier to fix the former - make sure all your gutters are clear, your downspouts are extended several feet away from the house Build up the soil near your house a bit so the terrain is highest against the house and then slopes away. For bonus points, put some small river rock or medium-sized stones along the edging to help disperse the water.

If the water still comes in, it's likely coming up from the ground and you're going to need french drains and a sump pump.

Make some French Drains around your house. Be sure dirt level is below the joint also.

After researching this, it seems like it can be caused by hydrostatic pressure, but we have never experienced this before, including during times of very heavy rain.
