Could be. A simple laser level will answer the question if you have one or can borrow one from a neighbor/friend.

Are the rids 'level' tbough? They might look off because your ceiling isn't.

Get on a ladder and measure both curtain rod brackets for each window. Note how many inches from the ceiling and how far away from the window trim on the sides. Lastly, are they level? Bracket spacing should be the same for each rod.

Is it visually off or technically off? For shits and giggles, take a level to the rod and see if it’s really off. Either way, do what makes you happy and if you have to call them back out so be it.

Two rods on one wall, about a foot apart, once is about 1/2in to 3/4in lower than the other. I didn't notice it when they were here earlier today before they left but now I see it (and marked the difference with tape so it isn't my imagination). The room is small enough that one can see the difference. What would you do?
