Really, I have seen it before. Guys do this in business. I alway read it as a minor power play against me (The +1 women are always attractive and doting. I am not.). I can not speak for the practices at the Pentagon.

Plus, you have to pay for their meals.

(As a woman) I have had to put up with a lot of girlfriends or finances at business meetings. It is always at the “love phase” when they are overly social and smily. During an outdoor field trip, one lady even had her top off while my new-hire fondled her. Always admiring. It’s annoying a AF.
