The Montgomery Village Foundation is the homeowner’s corporation for Montgomery Village (where Watkins Mill HS is located). Post a link to the organization you are talking about, because this doesn’t make sense as it stands.

They are non-profits. Money comes from donations, fund raisers, local businesses, etc.
