Where the rubber meets the road is that a club is going to have to perform well at all six age groups to get promoted, can't just have one or two really good teams. IN ECNL, they really looked for teams that could place first or second in their ECRL conference in all six age groups to promote. Over time promotions fell off, as they promoted the teams that deserved it, and the remaining top club teams in ECRL mostly couldn't beat the 2nd tier teams from the clubs already in ECNL.
