I think you can say that they are right, but forgetting what year it is is a sign that they are forgetting other things, and some of those things are important for driver safety.

However, even if that logic gets through they will likely forget they agreed to it. It might be time to remove the keys and say “The car is in the shop”.

This doesn't seem accurate to me. That means anyone can call DMV and report someone, saying they need a "medical review" and their license is automatically suspended?

I think someone (maybe you, PP) are on drugs that impair your ability to drive. I can call up DMV and tell them to suspend your license?

Tell her that her license is expired and she has to go to the dmv to have it renewed. If she pulls that off, well, at least you tried.
