CPB has always had that legal authority, but they exercise it selectively both because their resources are limited and because most travelers present no reason for more in-depth examination before admission into the country.

It's extremely unlikely for US citizens. They are clearly targeting people who have made significant public statements against Trump. That said, it's always a risk, especially for non-citizens. Think about what might be in your texts, emails, etc. Can't believe we are here, but we are.
