I don't know if it would. In college I was charged with 2nd degree manslaughter by an overzealous 24 yo first year assistant DA following a car crash that killed my gf. I was struck by a drunk driver and a witness said they'd see me and him 'racing' prior to the crash. That was false but it didn't stop her from charging me. About 6 months later, all charges were dropped but it was on my record. Fast forward 25 years and I'm a volunteer with the Scouts and it did not show up on my check.
That’s terrible and shouldn’t show up on your background. Only actual convictions should.

Is the program run by the government? If so, they might be able to see it.
If it's private, they are just going to see public records and a TDO is a health record.

Has not shown up on background checks for a fa.ily member who has worked in the medical field in FL, TN, and NC.

That is about a security clearance, not a run-of-the-mill background check.
They're very different things.
